tourism, and climate change adaptation. In general, the tourism development policy
system in Vietnam in recent times has been basically complete and comprehensive,
meeting the requirements of tourism development in the new context, in the direction of
“green” and “sustainable”, contributing to the construction of a green economy in
Vietnam.
3.2.2. Tourism development in the green economy in Vietnam
Implementing policies to develop Vietnam's tourism in a green and sustainable
direction, in recent times, the Ministry of Culture, Sports and Tourism and the Vietnam
National Administration of Tourism have implemented many specific activities and
programs to put the policies into practice, such as: developing sets of criteria and
standards for green and sustainable tourism; organizing national and international
events, forums and conferences on green and sustainable tourism.
The Ministry of Culture, Sports and Tourism and the Vietnam National
Administration of Tourism have chaired and coordinated the organization of many
activities, events and programs on green tourism such as: “Green Heritage Tourism
Culture Week - A meeting place for people and nature” (2017); International Tourism
Fair - VITM in Hanoi with the theme "Green Tourism" (2019); Key science and
technology program at the ministerial level: Developing Vietnam's tourism in the
direction of green growth (2018-2020); International Tourism Fair - VITM in Hanoi
with the theme “Vietnam Tourism - Green transformation for sustainable development”
(2024).
In 2012, the Ministry of Culture, Sports and Tourism issued the Green Lotus
Sustainable Tourism Label Criteria applicable to tourist accommodation establishments
in Vietnam (referred to as the Green Lotus Label). The Green Lotus Label has 5 levels,
from 1 Green Lotus to 5 Green Lotuses. The number of Green Lotuses records the level
of efforts in environmental protection and sustainable development of tourist
accommodation establishments, regardless of the type or class for which the tourist
accommodation establishment has been recognized. The Green Lotus Label Criteria set
includes 81 criteria with a total of 154 points and 25 bonus points, arranged into 4 main
groups: Group A: Sustainable management (23 points); Group B: Maximizing economic
and social benefits for the local community (25 points); Group C: Minimizing negative
impacts on cultural heritage and natural heritage (22 points); Group D: Minimizing
negative impacts on the environment (84 points). Based on the criteria and scores
achieved by the accommodation establishments, they will be granted the Green Lotus
Label at different levels.
In 2013, the Vietnam National Administration Tourism (now Vietnam National
Administration Tourism) issued the “Green Tourism Label” criteria set applicable to 4
types of tourism service establishments including: (1) Restaurants serving tourists; (2)
Shopping stores serving tourists; (3) Stopovers serving tourists; (4) Tourist attractions.
“Green Tourism Label” is a continuation, development, and expansion of the granting
of “green labels” by the tourism industry to different types of tourism service
establishments. These are basic guidelines for investors, managers, and service
