exploitation and rational use of tourism resources; saving energy, fossil fuels and using
alternative energy and fuels (renewable energy, clean fuels, new materials); reducing

waste and greenhouse gas emissions, aiming for "net zero"; the economic - social -
environmental pillars are effectively implemented.
3.2. Developing tourism in the green economy in Vietnam
3.2.1. Tourism development policy in the green economy in Vietnam
The policy on sustainable development and green economic development has been
consistently expressed in the documents of the National Congresses over the years, in
which, typically, the 12th National Party Congress (2016) affirmed the policy: “Ensure
rapid and sustainable development on the basis of macroeconomic stability and
constantly improve productivity, quality, efficiency and competitiveness. Harmonious
development in breadth and depth, focusing on depth development; develop a

knowledge-based economy, green economy”. In the Resolution of the 13th National
Party Congress (2021), the idea of building a green economy, a circular economy
associated with protecting resources, the environment and responding to climate change
continues to be affirmed: Proactively and effectively adapting to climate change,
preventing, combating and mitigating natural disasters and epidemics, managing,
exploiting, using resources rationally, economically, effectively and sustainably;

ensuring the quality of the living environment, protecting biodiversity and ecosystems;
building a green economy, a circular economy, and being environmentally friendly”.
The tourism development policy in the green economy in Vietnam is not reflected
in a specific document but is integrated into the system of general legal documents and
the system of legal documents on tourism such as: Law on Tourism; Vietnam Tourism
Development Strategy to 2030; National Strategy on Green Growth for the period 2021
- 2030, vision to 2050; Resolution of the Government on key tasks and solutions to

accelerate recovery, accelerate effective and sustainable tourism development; Tourism
system planning for the period 2021-2030, vision to 2045.
The tourism development policy in the green economy in Vietnam emphasizes the
“green” and “sustainable” factors in tourism activities, which can be summarized
according to three main pillars:
(1) Economics:

Developing sustainable and inclusive tourism, on the basis of green growth,
maximizing the contribution of tourism to the United Nations' sustainable development
goals; Developing tourism in a professional, quality, effective, modern and in-depth
direction, contributing significantly to the formation of a modern economic structure.
Developing sustainable tourism, according to strategies, planning, plans, with focus and

Developing green tourism products; building and applying tourism development
