some natural resources; mass tourism development leads to overload of visitors at
sometimes in some key tourist localities, putting pressure on the capacity of destinations
and the tourism environment; the amount of waste and wastewater from tourism
activities is increasing while the capacity to treat waste in some localities is limited;
especially Socio-cultural issues, the preservation of the cultural identity of local
communities faces many challenges due to commercialization, cultural exchange and
integration in the process of tourism development. In addition, other issues such as
climate change, natural disasters, epidemics, etc. also put great pressure on, affecting
the sustainable development of tourism.
Faced with the above issues, the role of the state is especially important in
regulating the macro activities of the tourism industry, in which tourism development
policy is the decisive factor, creating a solid legal corridor for tourism to develop in the
right direction and with the right goals, contributing to build and form a green economy.
2. Research subjects and methods
2.1. Research object
The research object of this article is tourism development policies in the green
economy, including the State's orientations and solutions for tourism development in
general and tourism development in a green and sustainable direction.
Decree No. 34/2016/ND-CP dated May 14, 2016 of the Government detailing and
implementing the Law on promulgation of legal documents defines: "Policy is the
orientation and solution of the State to solve practical problems in order to achieve
certain goals" [1]. Orientations and solutions for tourism development are expressed in
legal documents issued by competent state management agencies such as: Laws, Codes,
Resolutions of the National Assembly; Decrees of the Government, Resolutions of the
Government; Decisions of the Prime Minister, Directives of the Prime Minister; Circular
of the Minister... The main subject of this article focuses mainly on policies related to
green and sustainable tourism development, contributing to promoting and forming a
green economy.
2.2. Research methods
The topic of the article is about the macro policy of an industry, belonging to the
field of social sciences, therefore, the article mainly uses research methods of the field
of social sciences such as:
Document research methods: This method is used to research documents from
published works such as topics, projects, theses, books, newspapers, magazines;
administrative reports of the tourism industry, localities; and reference documents from
online published sources. This research method allows the collection of information,
secondary data, reliable to quote, and illustrate the content of the article.
Field research method: Survey and field research in some localities, businesses,
some tourist areas, tourist destinations to grasp information, the actual situation of
tourism development in general and tourism development in a green, sustainable
direction. This research method allows the group of authors to visually observe and
