TOURISM DEVELOPMENT IN A GREEN ECONOMY: ISSUES AND

Abstract: Green transformation towards building a green economy is a progressive development
trend, supported and promoted by the governments of most countries in the world, including Vietnam.
To form a green economy, it is necessary to develop economic sectors in a green direction. This article
discusses some issues about tourism development in the green economy such as: analyzing some
theoretical issues about the green economy, green growth, tourism development in the green economy,
tourism green; Assessing the current status of Vietnam's tourism development in recent years -
emphasizing policy elements for green tourism development, identifying raised issues; propose some
policy recommendations on green tourism investment, green tourism business, green tourism products,
green tourism consumption and green tourism human resource development, etc. The study gives
management agencies recommendations about promulgating appropriate policies and mechanisms to
promote the development of Vietnam's tourism in a green and sustainable direction, contributing to
realizing the goal of building a green economy in Vietnam.

1. Introduction
Green transformation towards a green economy is an inevitable action and a
strategic step supported and applied by the governments of most countries in the world.
In Vietnam, developing a green economy and a circular economy associated with
economic restructuring and changing the growth model is a major policy and orientation
of the Party and State, reflected in many important documents and texts on the country's
socio-economic development in previous periods and in the new period of 2021 - 2030,
with a vision to 2050.
Tourism is a comprehensive service economic sector, with interdisciplinary, inter-
regional, and highly socialized characteristics. It’s an industry that directly exploits and
uses resources (natural and cultural) to develop products and services for tourists, so it
has a great position, role, and impact on the process of building a green economy.
Developing tourism in a “green” and “sustainable” direction is an affirmation of the true
nature of a "smokeless industry" in a green economy.
Vietnam's tourism industry has achieved rapid growth in the period 2011 - 2019,
positively contributing to the GDP of the economy (with 9.2% in 2019). This is a
positive signal, marking a great step forward, bringing Vietnam's tourism industry to
quickly integrate with the region and the world. However, rapid growth often entails
certain negative consequences, especially the exploitation and use of tourism resources
ineffectively and sustainably, the risk of reducing the value of resources or destroying
