Developing green agriculture effectively requires the support of science and
technology in production with high initial costs, so it is also a big difficulty for
Vietnamese agriculture. In fact, the capacity to invest in science and technology in
agricultural production and business in Vietnam is still limited because enterprises
operating in the agricultural sector are mainly small and micro, the ability to modernize
equipment for green agriculture is extremely difficult.
Connecting infrastructure, information infrastructure in agriculture and rural areas
are also among the difficulties hindering the greening process in agriculture in Vietnam.
Information on input costs and output prices still depends heavily on traders, there
is no official transmission channel from policy makers and management agencies to
farmers in accessing the world market and limiting risks in the process of adapting to
peripheral changes in agricultural production activities.
Fourth, investment capital for green agriculture is limited, difficult to access
In the past, investment resources for agriculture and rural areas were limited, only
meeting 55 - 60% of demand. The subjects eligible for preferential loans for agriculture
are limited. Specifically, subjects wishing to access preferential capital for agriculture
in general and green agriculture must satisfy the criteria of Decision No. 738/QD-BNN-
KHCN dated March 14, 2017, while this Decision only sets out criteria for subjects
directly involved in high-tech agricultural production. However, not all entities pursuing
high-tech models can develop green agriculture.
In addition, there are not many green agriculture projects, joint agriculture, no
feasible production and business plans, no stable consumption market for banks to
appraise and lend, which is also a bottleneck in accessing preferential capital.
Agriculture is one of the fields with many potential risks, but risk handling and
prevention mechanisms such as insurance in agriculture have not been strongly
implemented... Therefore, although bank capital is always ready to meet the investment
needs to restructure the agricultural sector, businesses still have difficulty accessing this
capital.
Fifth, environmental pollution in agricultural production and climate change are
increasing
Agricultural production has a fairly high level of environmental pollution, while
the problem of pollution treatment is not simple and at high costs. In addition, people's
awareness of the role of the environment in agricultural production is still one of the
major barriers to the development of green agriculture in Vietnam. Agricultural
pollution has generally not received much attention from the community, so data
collected on agricultural pollution is limited. This also makes it difficult for researchers
to study its effects on human health. An estimated 80 million tons of livestock waste
generated each year are nutrients, pathogens and volatile compounds that affect water
and air quality and damage soil (World Bank, 2017). Along with that, Vietnam is one of
the 5 countries most severely affected by climate change due to its long coastline and
many large river basins, of which the Red River Delta and the
