for financial support and technology transfer to make Vietnamese agriculture a model
for green, low-carbon, food-safe agriculture development, and enhance competitiveness

in the global agricultural product chain. Accordingly, the State Bank needs to
accompany agricultural enterprises, have special preferential policies for green
agriculture, create conditions for enterprises to access capital, to resolve the challenges
encountered, and gradually modernize and green Vietnamese agriculture. Agricultural
insurance support policy: Agricultural production, especially green agriculture, is highly
risky due to the impacts of weather and climate factors. Therefore, to minimize risks and
encourage farmers to produce green agriculture, there needs to be a policy to support
organizations implementing agricultural insurance to encourage people to switch to

green agriculture.
Second, promote research, transfer and application of science and technology in
agriculture
Developing green agriculture requires understanding as well as a certain level of
science and technology. Local authorities need to create conditions for people to
improve their knowledge and techniques in cultivation and animal husbandry through

the agricultural extension network, helping people to be proactive in production based
on their own knowledge; and promote the application of new scientific advances in
production. In addition, it is necessary to strengthen research on policies for developing
high-tech agriculture, policies to encourage innovation activities; policies to encourage
businesses to participate in research and application of science and technology, support
the strong development of high-tech agricultural enterprises; strengthen the connection
between research institutions and businesses; Implement the policy of ordering scientific

tasks; form Science and Technology Centers for key agricultural areas; manage planning
well, maximize socialization of investment in building key agricultural areas and zones.
To solve the market problem for farmers in consuming agricultural products, it is
necessary to boldly transform digitally to connect information between production and
consumption, thereby tracing the origin of products. This is the leading factor to position
a green agriculture in the future.

Third, develop a form of agricultural production organization in the form of
linkage according to the green agricultural value chain
Innovative production organization in the direction of cooperation, close linkage
in the value chain from production to consumption between farmers, cooperatives,
cooperative groups and enterprises, in which enterprises play a core role in organizing
green production. Guide and support farmers to form new-style cooperatives and
cooperative groups; Implement drastic measures to create a favorable environment to
encourage businesses to invest in agriculture and rural areas, and participate in chain

linkages; first of all, focus on areas that have developed large-scale commodity
agriculture to attract businesses and groups large-scale investment in agriculture.
Summarize, propagate and replicate forms of cooperation and association linking
production with processing and consumption of green agricultural products. Have strong
mechanisms and policies to encourage enterprises to invest in developing green
