Mekong River Delta, where many agricultural products are concentrated, are most
severely affected. Therefore, to limit the negative impacts of climate change and other
environmental issues to facilitate the development of green agriculture, there needs to
be drastic action from the Government through policies and commitments; joint efforts
of enterprises through innovation in production technology towards environmental
friendliness and actions of each individual to change thinking and agricultural
production habits to minimize negative impacts.
Sixth, there is a lack of strong enough sanctions to handle cases of excessive use
of inorganic fertilizers, pesticides, abuse of drugs in livestock - veterinary - aquaculture,
epidemics, environmental pollution, food hygiene and safety... selling agricultural
products that do not meet the standards of organic, green, circular production products,
high-quality products, food safety mixed with unsafe products and other common
products.
6. Recommendations
In order for Vietnamese agriculture to integrate more deeply into world agriculture,
it is necessary to quickly transform to a green, low-waste and sustainable food system.
Accordingly, in the coming time, the Government, the State and local authorities need
to continue to:
First, perfect the mechanism and policies for green agricultural development
The agricultural and rural development policy has received attention in the past
and is increasingly close to the requirements of green agricultural production, but there
are still many problems. Policies need to be supplemented and improved in the coming
time. Land accumulation and concentration policy: Developing green agriculture and
organic agriculture requires the formation of large-scale, specialized production areas,
but in reality large-scale, concentrated business models in Vietnam are still few.
Accordingly, the State needs to quickly issue documents guiding the implementation of
the 2024 Land Law, creating favorable conditions to promote land accumulation and
concentration; Multi - purpose land use creates conditions for large-scale green
agricultural development, linking production with the market. Each locality also needs
to boldly create specialized, large-scale production areas, standardized with strict
farming processes; at the same time, digital transformation to connect information
between production and consumption, thereby tracing the origin of products. This is the
leading factor in positioning green agriculture. Credit support policy: The State needs to
issue more credit and capital support policies for entities producing and trading green
agricultural products. The formation and development of "green" production models
requires larger initial investment capital than conventional production models, so there
is a need for capital support for entities producing green, clean agriculture. In addition,
lending and debt collection methods and procedures need to be suitable to the
characteristics of each type of production model. Procedures should be simple,
convenient, and the lending and debt collection mechanism should be based on the
seasonality of crops and livestock to help farmers feel secure in production. In addition,
it is necessary to strengthen international cooperation to call
