planning, management, exploitation and effective use of resources, and development of
tourism products. Many localities, tourist areas, and tourist destinations have
unreasonable planning, even breaking the planning, and “hot” development leading to
overloading the resource space capacity of some destinations; environmental problems,
waste, and water pollution occur locally in many localities
5. Recommendations
The guidelines, orientations and policies for developing Vietnam's tourism
towards green and sustainable development have been formed and demonstrated
throughout the periods of tourism development, especially clearly demonstrated in the
decade 2011 - 2020 and continue to be affirmed and continued in the new development
period 2021 - 2030, with a vision to 2045. The orientations and policies of the Party and
the State are a solid legal basis for the tourism industry to implement green tourism
development activities, contributing to building a green economy and aiming for
sustainable development goals.
In fact, many green tourism development activities in Vietnam have been
implemented and achieved good results, especially the efforts of the Ministry of Culture,
Sports and Tourism, the Vietnam National Authority of Tourism in building sets of
criteria for “green labels” and “green lotuses” to be granted to tourism businesses. Many
green tourism events, conferences, forums and talks on green tourism have been held at
the central and local levels from 2011 to present. These can be considered important
steps to create momentum to prepare for a new development period (2021 - 2030), with
new strategic directions.
To build and develop green tourism in the green economy in the coming time,
some policy recommendations are proposed as follows:
(1) Proposing the Government to issue specific documents on developing
Vietnam tourism in a green and sustainable direction. In which, clearly demonstrate the
viewpoints, goals, orientations, tasks, solutions, and resources to implement green
tourism development. Green tourism development policies can be expressed in a number
of documents such as: "National target program on green tourism development",
"Resolution on developing Vietnam tourism in the direction of green growth".
(2) The Ministry of Culture, Sports and Tourism needs to soon develop an
“Action plan to implement the National Strategy on green growth in the tourism sector”,
or: “Action program to develop Vietnam tourism in the direction of green growth”.
(3) Proposing to coordinate with the Ministry of Culture, Sports and Tourism
and the Ministry of Education and Training to integrate specialized knowledge on green
tourism into the tourism training program, developing tourism towards green growth.
(4) Vietnam National Administration of Tourism advises and submits to the
Ministry of Culture, Sports and Tourism to issue a “Set of criteria for evaluating green
tourism destinations”, develop standards and affix “green labels” to tourism
