3.1. National orientation and policies on green growth
Green growth is one of Vietnam's key objectives in its national economic
development strategy. The government has issued several critical policies to support and
guide green development nationwide, such as the National Green Growth Strategy
(2021-2030), the amended Environmental Protection Law (2020), and commitments at
COP26.
According to Decision 1658/QĐ-TTg by the Prime Minister, the National Green
Growth Strategy has clearly defined the target of reducing total greenhouse gas
emissions by 9% by 2030 compared to the normal development scenario, which could
increase to 27% with international support. Dong Nai, with its strong industrial base,
has formulated a plan to reduce total greenhouse gas emissions by 12% by 2030 through
renewable energy projects and clean production.
Vietnam has amended and supplemented its Environmental Protection Law to
align with international climate commitments. The regulations on Environmental Impact
Assessments (EIAs) for major development projects have been tightened, requiring
businesses to comply with stringent standards on emissions and resource use. This has
encouraged businesses in Dong Nai to invest in green technology to comply with the
law and optimize long-term production costs.
At the COP26 Conference, Vietnam committed to achieving net-zero emissions by
2050. This has significantly accelerated the implementation of green growth projects in
many provinces, with Dong Nai being one of the pioneers. The local government has
introduced numerous policies to encourage businesses and residents to adopt energy-
saving solutions and transition to renewable energy sources.
3.2. Green growth potential in Dong Nai
Dong Nai is one of the leading industrial provinces in Vietnam, with over 30
industrial parks planned, covering more than 10,000 hectares. The average occupancy
rate has reached 82%, reflecting the strong development of the manufacturing sector.
However, the promotion of green growth in Dong Nai has also been a focus of the
provincial government to ensure sustainable development.
Renewable energy: Dong Nai has significant potential for renewable energy
development. According to the local renewable energy development plan, solar power
and biomass projects are being implemented in rural and mountainous areas,
contributing to the goal of reducing the province's greenhouse gas emissions by 10% by
2030. For example, the Trị An solar power plant project in Vĩnh Cửu district, with a
capacity of 126 MW, is already operational, providing clean energy to more than
200,000 households.
Clean production and high technology: Businesses in Dong Nai are gradually
shifting to clean production technologies to minimize environmental impacts. By 2024,
about 35 new investment projects in the supporting industry have been approved,
71.43% of which are in non-polluting industries. Notably, companies in the Amata
Industrial Park are adopting advanced production technologies aimed at reducing carbon
emissions by 30% by 2030.
