POLICIES TO SUPPORT GREEN AGRICULTURE DEVELOPMENT IN
                            VIETNAM - CURRENT SITUATION AND PROBLEMS

                        Abstract: Increasing environmental pollution and climate change have strongly impacted global
                  economic life, so investing in green economic development, including green agriculture, is an inevitable
                  trend. Recently, the Government and ministries of Vietnam have issued many policies to support and
                  promote the development of modern, sustainable green agriculture. However, from policy to practice is
                  a process that poses many difficulties and challenges. The article provides an overview  of the current
                  status of green agriculture and policies to support the development of green agriculture in Vietnam
                  today, thereby pointing out some problems that Vietnam's agriculture is facing. These are also important
                  foundations  to  find  solutions  to  promote  Vietnam's  agricultural  sector  to  develop  in  a  green  and
                  sustainable direction.

                        1.  Introduction
                        Vietnam's  agricultural  sector  has  recently  gradually  transformed  its  production
                  model to meet the needs of economic development as well as the green consumption
                  needs  of  people  in  society.  Developing  green  agriculture  -  organic  agriculture
                  contributes to increasing the competitiveness of Vietnamese agricultural products in
                  regional and world markets. In addition, developing organic agriculture helps farmers
                  have a better quality of life, protects resources and agricultural ecosystems, and ensures
                  sustainable agriculture on both economic pillars - society and environment. To develop

                  Vietnam's  agricultural  sector  in  a  green  and  sustainable  direction,  in  addition  to
                  developing  human  resources,  researching  and  applying  science  and  technology  to
                  increase productivity and create many green products, we also need guidance from the
                  Government.  country  through  policies  and  the  cooperation  and  companionship  of
                  farmers as well as relevant organizations.

                        2.  Overview of green agricultural development
                        Green agricultural development is increasingly playing an important role in the
                  economic development strategy of each country. Currently, there are many different
                  concepts of green agriculture. According to the Organization for Economic Cooperation
                  and Development (OECD) (2010), green agriculture is a way to develop the agricultural
                  sector, in which the opportunity to exploit clean resources is maximized, leading to a
                  model  of  sustainable  agricultural  growth  more  closely  linked  to  environmental
                  protection. Green agriculture or more specifically organic agriculture, the development

                  process  ensures  4  principles:  Health,  ecology,  fairness,  and  prudence,  is  gradually
                  becoming a new direction to build a civilized agriculture
