Inland waterway transport plays an important role in the Mekong Delta, but there
is a serious lack of investment with the investment budget reduced from 2-3% of the
total transport investment budget in the period 2011-2015 to only 1.2 % in the period
2016 - 2020. Because of the lack of proper investment, many projects that need to be
upgraded or built have not been implemented, leading to the same river route but
different depths, low bridges and culverts across the river, making it impossible for ships
of large tonnage to pass. In addition, because the inland waterway system in the region
mainly utilizes natural conditions, the amount of dredging is large, navigation equipment
and signaling buoy systems are lacking.
Currently, according to statistics, the Mekong Delta has more than 2,500 domestic
ports, but most of them are not well connected to the road system; there is no warehouse
infrastructure, loading and unloading facilities suitable for receiving and transporting
goods by container.
Many spontaneous wharves do not ensure safety, obstruct traffic, ports and
