AI  data  collection  and  analysis  technologies  allow  real-time  monitoring  of  ocean
                  conditions,  fish  behavior,  and  shipping  activities.  Thus,  AI  can  provide  valuable

                  information and facilitate informed decision making. AI provides insights that consider
                  every  imaginable  factor,  helping  in  decision  making  and  intervention  to  prevent
                  accidents, anticipate events, and promote sustainable use of resources. The businesses
                  that make AI technology are part of the green economy. Using AI to Foster the Blue
                  Economy The mitigation of risks to the security of food, water, oxygen, and energy is
                  the focus of the blue economy subset of the economy.
                        Ge W., Xu Y., and Razzaq A. (2023) explored the role of AI in driving the green
                  transition  of  businesses,  particularly  in  China,  emphasizing  AI’s  contribution  to

                  reducing carbon emissions through better resource management. Jin X. and Zhang W.
                  (2023) focused on the environmental impacts of AI-driven governance, particularly in
                  pollution reduction. The paper demonstrated how AI improves smart monitoring and
                  predictive maintenance, leading to emission reductions.
                        However, is AI a catalyst or a barrier to sustainability? AI can optimize processes
                  such  as  energy  use  and  industrial  production,  potentially  reducing  environmental

                  impact, but also poses challenges during implementation (Kopka and Grashof 2022). A
                  systematic review by Verdecchia et al. (2023) studied 'Green Artificial Intelligence,'
                  evaluating the use  of  AI technologies designed to minimize environmental impacts,
                  addressing strategies like hyperparameter tuning and algorithm optimization for better
                  energy efficiency across various fields.
                        These studies highlight that AI can play a transformative role in improving energy
                  efficiency, reducing waste, and optimizing resource use within the context of the green

                  economy.  However,  challenges  remain,  such  as  high  costs  and  the  need  for  skilled
                  professionals, especially in countries like Vietnam.
                        Currently, Vietnam has been conducting some research and practical applications
                  regarding the impact of artificial intelligence (AI) on the green economy, although there
                  are  not  yet  many  in-depth  studies  that  clearly  demonstrate  the  specific  relationship
                  between AI and the green economy as seen in developed countries. However, AI-related

                  projects in Vietnam are being widely applied in sectors connected to the green economy,
                  including  energy,  transportation,  and  agriculture.  The  Ministry  of  Planning  and
                  Investment also supports unlocking funding for AI through domestic and international
                  investment funds, such as events aimed at establishing the Global Fund to train high-
                  quality human resources and bring Vietnamese knowledge to the world. In addition to
                  the  government's  efforts,  AI  has  been  and  continues  to  be  strongly  researched  and
                  applied by corporations and companies such as FPT and Viettel  in         various    fields
                  (healthcare,   education,   agriculture,   transportation, e-commerce...), marking a new

                  development stage for the AI ecosystem in Vietnam (Prof. Dr. Ho Dac Loc, Assoc. Prof.
                  Dr. Huynh Chau Duy, 2020).
                        The Prime Minister has also issued Decision 127/QĐ-TTg dated January 26, 2021
                  -  the  National  Strategy  for  Research,  Development,  and  Application  of  Artificial
                  Intelligence  until  2030,  recognizing  AI  as  a  foundational  technology  of  the  Fourth
