Tóm tắt: Trong bối cảnh chuyển đổi số và hội nhập sâu rộng, thị trường lao động
pháp lý Việt Nam đang thay đổi mạnh mẽ, đòi hỏi đội ngũ nhân lực pháp lý có tư duy công
nghệ, kỹ năng số và năng lực hành nghề trong môi trường toàn cầu. Các báo cáo và khảo
sát thực tiễn cho thấy sinh viên luật tốt nghiệp vẫn thiếu kỹ năng thực hành và năng lực
công nghệ, buộc nhiều cơ quan và doanh nghiệp phải đào tạo lại, làm tăng chi phí và kéo
dài thời gian thích ứng. Trên nền tảng lý thuyết vốn con người, mô hình Triple Helix và
học tập trải nghiệm, bài viết phân tích cơ sở lý luận và thực tiễn hợp tác giữa cơ sở đào
tạo luật với doanh nghiệp và các chủ thể hành nghề luật tại Việt Nam. Đối chiếu với kinh
nghiệm của một số quốc gia như Hoa Kỳ, Đức và Singapore, bài viết đề xuất một số định
hướng thể chế hóa và đổi mới mô hình hợp tác nhằm phát triển nguồn nhân lực pháp lý
đáp ứng yêu cầu của Nhà nước pháp quyền và nền kinh tế số.

Abstract: In the context of digital transformation and deep international

integration, the Vietnamese legal labour market is changing rapidly, requiring legal
professionals to possess technological thinking, digital skills, and practical competencies
for working in a global environment. Reports and empirical surveys show that law
graduates still lack practical skills and technological capacity, forcing many agencies and
enterprises to retrain them, thereby increasing costs and prolonging the adaptation
process. Based on Human Capital Theory, the Triple Helix Model, and Experiential

Learning, this article analyzes the theoretical and practical foundations of cooperation
between law-training institutions, enterprises, and legal service providers in Viet Nam. By
comparing Viet Nam’s approach with that of countries such as the United States, Germany,
and Singapore, the article proposes directions for institutionalising and innovating
cooperation models to develop a legal workforce that meets the requirements of the rule-
of-law state and the digital economy.
