Expert interviews indicate that businesses are currently implementing internal
control over production costs in a digital environment, and this has gained certain
positive results. The main aspects of internal cost control typically include establishing
production cost standards, forecasting prices, planning production and business activities,
and selecting service providers with the most reasonable prices. These internal control
measures have been set up and integrated in software and smart monitoring systems.
However, internal control also faces some limitations related to its application in a digital
environment, such as the security of production and business information, the ability to
integrate with existing resources within the enterprise, the ability to deeply exploit data,
the limited capability of employees and infrastructure.

Although the number of taxi companies operating passenger transport services is
large, most are small-scale. Due to competition among taxi companies, many taxis have
not focused on the quality of their services. Most small taxi companies lack sufficient
funds or personnel to conduct training and supervision to improve service capabilities.
Passenger transport businesses using taxis have simple driver recruitment standards.
Reckless driving, overtaking, and traffic violations are common occurrences. Thus,
controlling production costs at traditional taxi companies is facing many difficulties due to
the nature of their operations and the scale of these businesses.
Among bus companies, Transeco is the largest, with wholly-owned subsidiaries
including Hanoi Parking Lot Management Company Limited and companies in which
Transeco holds over 50% of the charter capital, including Hanoi Goods Transport and
Services Joint Stock Company; Hanoi Electric Vehicle Joint Stock Company, Newway
Transport Joint Stock Company, and Hanoi Bus Station Joint Stock Company. For bus
