                                           DEVELOPMENT IN VIETNAM

                        Abstract: This study aims to propose recommendations for government regulatory bodies and
                  businesses to develop e-commerce (E-commerce) to support the objective of green economic growth in
                  Vietnam in the coming years. Beginning with an exploration of theoretical issues that remain unclear
                  regarding the role of E-commerce in promoting green economic growth in various countries, the study
                  then synthesizes and elucidates the current state of E-commerce’s role in green economic growth in
                  Vietnam. Finally, specific policy recommendations and action steps are identified. The research seeks
                  to  answer  the following  questions: What role  does  the  E-commerce  sector  play  in  green  economic
                  growth? What is the current contribution of E-commerce to green economic growth in Vietnam? Which
                  policies and measures should be implemented to enable E-commerce to contribute more prominently
                  and positively to green economic growth in Vietnam in the near future?

                        1.  Introduction
                        Green economy and sustainable growth are  issues of global interest, including
                  Asia-Pacific  countries  such  as  Vietnam,  where  each  nation  must  weigh  the  choice
                  between simple economic growth (prioritizing growth first, followed by environmental
                  protection) or green growth (simultaneously pursuing economic growth while ensuring
                  environmental sustainability). Achieving green economic growth requires determining
                  the role and level of contribution of each sector, understanding the dynamics that either
                  promote  or  constrain  green  economic  growth  within  each  economic  sector.  This
                  understanding  enables  governmental  regulatory  bodies  to  implement  policies  and
                  management measures that enhance each sector’s effectiveness in contributing to the
                  nation’s green economic growth objectives.
                        In Vietnam, E-commerce represents a rapidly growing economic sector, achieving
                  significant growth despite challenges stemming from the Covid-19 pandemic and the
                  global  economic  crisis.  According  to  the  Vietnam  E-commerce  Index  Report  (EBI
                  2024): “Vietnamese E-commerce has continued to experience robust growth, with an
                  estimated growth rate for the sector of over 25% in 2023 compared to the previous year,
                  reaching  $25  billion.  Online  retail  sales  alone  have  reached  $17.3  billion”  (Vecom,
                  2024). Key questions arise: From a theoretical standpoint, what role does E-commerce
                  play in the green economic growth of each country? In practical terms, what is the
                  current  contribution  and  mechanism  of  Vietnamese  E-commerce  in  green  economic
                  growth? What actions should stakeholders, including the government and businesses,
                  take to ensure that E-commerce contributes meaningfully to green economic growth in
                  Vietnam in the future? This study seeks to address these questions.
                        2.   Green economy, green economic growth, e-commerce, and the role of e-
                  commerce in green economic growth
                        2.1.  Green economy and green economic growth
                        The concept of a green economy has been widely used, especially in the policy
                  discussions  of  various  countries,  stemming  from  the  approach  that  material  wealth
                  cannot be achieved without considering environmental risks, ecological degradation,
