the production of green products, circular economy, and regenerative economy. The
                  functional departments of the provinces and cities have not submitted to the People's

                  Council or the Provincial People's Committee any policies or projects related to the
                  circular economy.
                        Second, the big challenge is in innovating technological and technical processes.
                  Realizing the requirements of a circular economy and implementing FTAs commitments
                  on garment exports, a number of textile and garment enterprises have invested in new,
                  modern  or relatively  modern  technology and machinery. However, most textile  and
                  garment enterprises in provinces and cities have an average level of technology in the
                  country, and outdated wastewater and waste treatment systems. In particular, enterprises

                  operating in the field of fiber production, dyeing of fabrics and fibers for recycling,
                  waste and wastewater treatment, and anti-pollution require appropriate technologies.
                  Enterprises have to spend a lot of money on research and development (R&D) and even
                  failures to prepare for the production of these items. Similarly, the garment sector also
                  produces a large amount of waste, requiring a technological system to handle, recover,
                  and recycle. The next problem for this process is also investment capital. Third, the

                  challenge of benefits and costs in developing the circular economy of enterprises. The
                  effectiveness or benefits need to be considered in the long term. However, for small and
                  medium-sized  enterprises  and  enterprises  in  localities,  they  often  do  not  see  and
                  calculate the long-term benefits as well as capital difficulties in moving according to
                  ESG, developing a green economy.
                        Fourth,  textile  and  garment  enterprises  under  Vinatex,  textile  and  garment
                  enterprises with FDI capital, TNG factories located in many localities have mostly taken

                  specific steps and roadmaps to invest in moving according to ESG, developing a circular
                  economy. However, textile and garment enterprises in localities have not made  any
                  specific movements in this field.
                        Recommendations
                        First, strengthen propaganda work, raise awareness and take specific actions about
                  ESG, circular economy in general and textile and garment sector in particular.

                        Circular economy, ESG is having initial changes, specifically members of Vinatex,
                  TNG. In provinces and cities, the circular economy also needs to have a change in
                  awareness from provincial leaders, leaders of departments and branches, to local leaders,
                  business leaders and the majority of people, especially managers and workers in local
                  enterprises. Provinces and cities need to determine that ESG, the circular economy of
                  enterprises in the area, will have significant progress, achieving efficiency if we separate
                  from each other. It certainly needs a change in awareness from many different levels. At
                  the  local  level,  there  is  awareness  from  the  Provincial  Party  Committee,  People's

                  Council,  People's  Committee,  departments  and  branches,  localities,  the  business
                  community in general, especially textile and garment enterprises, from workers to the
                  majority of people. From the change in awareness, there needs to be specific actions on
                  ESG  movement,  on  implementing  circular  economy  in  the  whole  system,  from  the
                  leaders of enterprises, to middle and grassroots
