sales methods to meet the demand for green and sustainable production in line with new
trends.
5. Conclusion
To achieve the goals of green and sustainable growth, the development of
industries based on a production system with import-dependent inputs requires
appropriate strategies and policies. This is in alignment with Vietnam's Industrial
Development Strategy to 2025, with a vision to 2035, which sets the following
objectives: “By 2025, Vietnam's industry will develop with a reasonable structure by
sector and region, with competitive capabilities for development in integration,
advanced technology, and participation in global value chains in some specialized fields.
By 2035, Vietnam's industry will be developed with most sectors possessing advanced
technology, products meeting international standards, deep involvement in global value
chains, efficient energy use, and fair competition in international integration”. Vietnam's
industry has made significant strides, contributing greatly to socio-economic
development and enhancing the country's potential, position, and reputation
internationally. However, there are still many limitations and shortcomings that need to
be addressed both in the short term and in the long-term strategy. Therefore, a systematic
strategic solution is needed to create fundamental changes in industrial development,
contributing to making Vietnam one of the industrial hubs in the region and globally,
among ASEAN-4 and the top 30 countries with medium-high industrial
competitiveness.
Recommendations
In the context of globalization and the rapid advancement of the Fourth Industrial
Revolution, with intense international competition and increasing demands for
productivity, quality, efficiency, and industrial competitiveness, the following
recommendations are proposed:
Firstly, focus on Institutional Development for Industry: Prioritize improving the
regulatory framework for industrial development. Emphasize refining state management
mechanisms related to industry to reduce overlaps, ensure stability and consistency, and
encourage production growth.
Secondly, enhance the Efficiency and Competitiveness of Industrial Enterprises:
Work on increasing the effectiveness and competitive capabilities of industrial
production enterprises.
Thirdly, improve the Quality of Human Resources for Industrial Development:
Focus on developing human resource plans for industrial sectors, particularly for priority
industries, in alignment with specific phases of development.
Fourthly, promote the Application of Fourth Industrial Revolution Achievements
in Industrial Production: Invest in building research and technology institutions capable
of mastering new technologies and innovating technologies to support the development
of priority industrial sectors.
