Recognizing the importance of green credit, green credit activities are
implemented according to Directive No. 03/CT-NHNN dated March 24, 2015.
According to this directive, commercial banks need to proactively develop programs
and green credit policies to gradually increase the proportion of green credit in the credit
portfolio and implement measures to manage environmental and social risks in credit
activities. Initially, green credit was implemented in the form of pilot programs for small
and medium-sized enterprises (SMEs), with a total amount of 2,000 billion VND and
implemented in four commercial banks, including: Vietcombank, BIDV, Agribank, and
Sacombank. Subsequently, the SBV issued the sector's action plan to contribute and
support the implementation of the national green growth strategy under Decision No.
1552/QĐ-NHNN dated August 6, 2015.
As one of Vietnam's leading commercial banks, BIDV has consistently worked to
expand its green credit offerings within the economy. Over time, the number of clients
and projects receiving green credit from BIDV has grown significantly, increasing from
386 projects in 2018 to 1,718 projects by the end of 2023 (according to BIDV's Annual
Report). Projects related to renewable and clean energy dominate this growth, with these
sectors representing 96.84% of BIDV's total green credit outstanding in 2021. However,
this percentage decreased to 85.27% in 2022 and further to 81% in 2023. Despite the
declining proportion, BIDV remains largely focused on financing renewable and clean
energy initiatives. The bank also supports green credit in other areas such as waste
management and pollution control, sustainable water management in both urban and
rural areas, agriculture, forestry, aquaculture, and green tourism.
Since 2018, BIDV has been the pioneering Vietnamese bank to implement an
Environmental and Social Risk Management Framework for projects and customers
receiving international funding. Additionally, BIDV is the first joint-stock commercial
bank in Vietnam to issue a Sustainable Loan Framework in accordance with
international standards (BIDV Annual Report). Through continuous efforts, BIDV has
achieved positive results in its green credit offerings.
