period 2011-2020 with a vision to 2050; the Government set out three strategic tasks:
                  reducing the intensity of greenhouse gas emissions and promoting the use of clean and

                  renewable  energy;  greening  production;  and  greening  lifestyles  and  promoting
                  sustainable consumption. As an economic center and a driving force for developing the
                  Red  River  Delta  and  the  whole  country,  Hanoi  is  also  a  leading  locality  in  green
                  transformation.  According  to  the  Hanoi  Department  of  Planning  and  Investment,  in
                  2023,  there  were  357,046  enterprises  in  Hanoi,  and  gross  domestic  product  (GDP)
                  increased by 6.27% compared to 2022. The economic structure continued to shift in a
                  positive direction, gradually decreasing the agriculture, forestry, and fishery sectors and
                  increasing the industrial and service sectors. Specifically: The service sector in 2023

                  will account for 64.06% of GRDP; industry and construction accounted for 23.65%;
                  agriculture, forestry and fisheries accounted for only 1.97%; product tax minus product
                  subsidies accounted for 10.32%.
                         In the period of 2021 - 2015, Hanoi decided to establish 2 to 5 more industrial
                  parks to meet the needs of industrial development in the area.

                         Among operating enterprises, the number of small and medium-sized enterprises
                     accounts  for  97.2%,  of  which  85-90%  are  micro  and  small  enterprises.  Although
                    Hanoi  enterprises  are  large  in  number,  they  are  limited  in  business  efficiency  and

                     competitiveness.  Many  businesses  face  difficulties  in  capital;  only  about  35%  of
                   enterprises  have  access  to  loans from commercial banks, and the rest use their own
                   capital or borrow from outside. Production and business activities happen in a densely
                   populated city. Many businesses cannot expand their scale due to a lack of space. Most
                      of  them  operate  production  and  business  near  residential  areas.  The  shortage  of
                    high-caliber  human  resources  in  management and administration is also a challenge
                   for Hanoi businesses. This is because most small-scale enterprises do not have enough

                   finance  to  train  and  improve  professional  qualifications  for employees. Production
