enterprises. Regarding foundational infrastructure, the synchronized development of
                  telecommunications networks, data architectures, digital payment systems, and
                  cybersecurity is critical; furthermore, investments must be directed toward upgrading
                  energy, transportation, and other vital sectors to ensure safety, ubiquitous connectivity,
                  and modernization, thereby fulfilling the structural prerequisites of the digital economy.
                        Second, establishing a comprehensive legal framework for digital identification,
                  electronic payments, and digital social welfare is essential, alongside regulatory measures to
                  mitigate adverse economic, social, and environmental externalities. It is necessary to foster a
                  pervasive digital society that encompasses all dimensions of the socio-economic landscape.
                        Third, it is imperative to implement strategic solutions directed at enhancing labor
                  productivity. Highly specific research concerning Vietnam's labor productivity within the
                  contemporary context-characterized by exponential advancements in science, technology,
                  and digital transformation-is required to identify the fundamental measures necessary for
                  future productivity improvements.
                        Fourth, unwavering resolve across all political echelons, particularly resolute
                  determination from the highest levels of national governance, is an indispensable
                  prerequisite for the successful realization of the digital transformation agenda.
