gradually reducing administrative barriers in recruiting and employing high-quality human
resources, especially in the public sector; creating a favorable working and research
environment, encouraging creativity, accepting risks in innovation, while concurrently
providing competitive remuneration policies within the context of the "globalization of
the digital human resources market"; and particularly, focusing on developing a
contingent of policy-leading digital human resources capable of bridging technology,
governance and strategic planning, directly serving the national digital transformation
process. Vietnam is a latecomer; to catch up and surpass, it requires outstanding policies
in attracting and utilizing talent in general and digital talent in particular.
Fourth, focusing on perfecting institutions and building an ecosystem for digital
human resource development. The solutions for developing digital human resources can
only be effective when placed within a synchronized ecosystem, involving the
participation of the State, enterprises, training institutions and social organizations.
Foremost, it is necessary to perfect institutions and policies related to the training,
utilization and development of digital human resources, ensuring consistency among
strategies for developing the digital economy, digital society, and human resources.
Furthermore, promoting public-private partnership models in digital human resource
training and development is essential, leveraging the resources and experiences of
enterprises in identifying skill demands and organizing training; enhancing international
cooperation in training, research and exchange of digital human resources, thereby
improving the competitiveness and integration capacity of Vietnam's digital human
resources.
In the new era, as the digital economy becomes the primary driver of growth, digital
human resources play a decisive role in Vietnam's rapid and sustainable development.
Investing in the development of digital human resources is investing in autonomous
capacity and innovation, contributing to ensuring rapid and sustainable development, to
elevating the country's developmental stature in the future. Moreover, developing digital
human resources is a long-term, complex process requiring a systematic approach and
strategic vision. The aforementioned solutions indicate that for digital human resources
to truly become the driving force for the digital economy in Vietnam, close coordination is
required among innovating education and training, developing universal digital skills,
attracting talent, and perfecting developmental institutions.
