Tóm tắt: Trong nghiên cứu khoa học vấn đề văn hóa liêm chính đang được xem là vấn đề
cốt lõi đem lại giá trị cao nhất của một công trình nghiên cứu khoa học. Trên cơ sở tổng hợp chuẩn
mực quốc tế và thực trạng trong nước, nghiên cứu sử dụng phương pháp tổng hợp tài liệu, nghiên
cứu định tính, phân tích đề xuất giải pháp cho vấn đề nghiên cứu. Khung tiêu chí không chỉ cung
cấp thang đo thực chứng cho nhà quản lý mà còn tái định hình hệ giá trị của cộng đồng khoa học,
chuyển trọng tâm đánh giá từ “đếm bài” sang “độ đáng tin và khả năng chia sẻ” của kết quả
nghiên cứu. Hàm ý chính thiết kế lại cơ chế thưởng, phạt gắn với dữ liệu mở, bảo vệ người tố cáo
để nâng cao tự điều chỉnh hệ thống; thiết lập liêm chính và báo cáo tác động định kỳ nhằm tăng
năng lực cạnh tranh quốc tế của các cơ sở nghiên cứu.

Abstract: In scientific research, the issue of research integrity culture is increasingly
regarded as a core factor that contributes the highest value to a scientific work. Based on the
synthesis of international standards and the domestic context, this study employs literature review,
qualitative methods, and analytical approaches to propose practical solutions to the problem. The
proposed framework of criteria not only provides an empirical measurement tool for research
managers but also reshapes the value system of the scientific community, shifting the focus of
evaluation from "publication count" to "trustworthiness and shareability" of research outcomes.
Key implications include redesigning incentive sanction mechanisms linked to open data,
protecting whistleblowers to enhance system self-regulation, and establishing integrity dashboards
and regular impact reporting to improve the international competitiveness of research institutions.
