                  infrastructure can enhance energy efficiency, reduce waste, and provide businesses with

                  real-time data on their energy consumption.
                        4.3. Building human capital for digital and green transformation
                        A  skilled  workforce  is  essential  for  the  successful  implementation  of  dual
                  transformation.  The  government  should  prioritize  the  development  of  educational
                  programs and vocational training that focus on both digital technologies (e.g., AI, IoT,
                  data  analytics)  and  green  skills  (e.g.,  energy  management,  sustainable  production).
                  These programs should be integrated into university curricula and technical training
                  institutes to ensure that the next generation of workers is equipped with the necessary

                  skills to drive dual transformation (Pham, 2020).
                        Collaboration between industries and academic institutions can help bridge the
                  skills gap and promote innovation in both digital and green technologies. By fostering
                  partnerships with universities and research centers, businesses can benefit from cutting-
                  edge research, while academic institutions can align their programs with the needs of
                  the industry (Nguyen et al., 2022). This collaboration can be supported by government

                  grants for R&D projects focused on digital and sustainable innovation.
                        Many  SMEs  lack  the  capacity  to  provide  formal  training  for  their  employees.
                  Government-supported training programs that offer on-the-job learning opportunities
                  for SMEs can help address this gap. These programs can include workshops, online
                  courses, and practical demonstrations on how to integrate digital tools and sustainable
                  practices into daily business operations (Nguyen & Pham, 2020).
                        4.4. Encouraging innovation and R&D

                        To  drive  innovation  in  both  digital  and  green  transformation,  Vietnam  should
                  establish  innovation  hubs  and  business  incubators  that  focus  on  fostering  new
                  technologies,  start-ups,  and  sustainable  solutions.  These  hubs  can  provide  access  to
                  funding,  mentorship,  and  networking  opportunities  for  entrepreneurs  and  innovators
                  working on dual transformation projects. By bringing together experts from various
                  fields, such hubs can become centers of innovation that accelerate the development and

                  commercialization of  new technologies (Ismail et al., 2017). Vietnamese businesses
                  should  be  encouraged  to  invest  in  research  and  development  (R&D)  of  clean
                  technologies  such  as  energy-efficient  production  methods,  waste  recycling,  and
                  sustainable packaging. Government-funded R&D initiatives, as well as tax incentives
                  for businesses investing in sustainable innovation, can stimulate the development of
                  environmentally friendly solutions that contribute to green transformation (Nguyen et
                  al., 2021). Additionally, digital solutions such as AI, IoT, and big data can be applied to
                  R&D  processes  to  enhance  the  development  of  green  technologies  by  optimizing

                  resource use and improving the efficiency of production systems.
                        4.5. Promoting awareness and collaboration
                        Many businesses, particularly SMEs, remain unaware of the potential benefits of
                  dual  transformation  in  terms  of  cost  savings,  efficiency  gains,  and  access  to  new
                  markets.  The  government  and  industry  associations  should  launch  awareness
