particular, the production and consumption behaviors have changed significantly and
improved positively. There are more practical actions to green economic development.
People's lives are constantly being enhanced, and many urban areas have been built,
especially new rural ones.
Based on the government's direction through each stage, the implementation of the
green economy in Vietnam has gained a number of significant achievements.

The above figure indicates that Vietnam's economic growth rate between 2011 and
2021 fluctuated around 5.65%. In general, Vietnam's economic growth in 2021
decreased significantly due to the impact of the Covid-19 epidemic. Especially in the
third quarter of 2021, most provinces and cities in Vietnam must follow social distance
to prevent and control the epidemic. However, Vietnam's economic growth rate between
2020 and 2021 was always positive.
During the green economic development process in Vietnam, the World Bank has
actively backed Vietnam in many fields, especially capital investment in green industry
projects, green energy, infrastructure development, urban environmental management
and response to climate change. This organization has committed to supporting Vietnam
with more than 25.3 billion USD in national development since 1994 (The World Bank,
2022).
Given the setting of green growth economic development, Vietnam has put
forward some potential strategies as follows. First and foremost, Vietnam needs to
complete legal documentaries on green growth as well as green economic development,
especially concentrating on improving efficiency in implementing guidelines and
policies on green economic development. The Vietnamese government can take the
reference from the Framework Law on Green Growth of the Korean government. The
issuing and implementation of relevant legal documentaries is of great significance to
the process of carrying out Vietnam's National Green Growth Strategy so that green
economic development always goes hand in hand with a green environment and
sustainable development.
Second, it is necessary for the Vietnamese government to invest more resources in
energy development, limit the use of fossil energy, change into green energy and
renewable energy such as wind, solar power, water, practice energy saving policies, and
contribute to reducing environmental pollution. To achieve green growth goals, the
