For example, Vietnam has achieved significant successes in the development of
solar energy thanks to policies that encourage investment in renewable energy. Other
countries such as Thailand and Indonesia also need to learn from this model to accelerate
the transition to clean energy sources.
Developing policies to reduce CO2 emissions and carbon intensity
ASEAN countries need to establish policies to reduce CO2 emissions in a specific
way and with a clear roadmap. This includes that:
Identify and track carbon intensity: Countries should establish a strict monitoring
system for CO2 emissions per unit of production and energy use, thereby adjusting
policies to be in line with the net zero emission target.
Applying carbon pricing and carbon credit trading systems: ASEAN countries can
apply a carbon pricing system to encourage businesses to reduce greenhouse gas
emissions. The carbon credit trading system can also be an important financial tool to
help countries mobilize capital for green projects.
Singapore has pioneered the application of the carbon credit system and the
development of carbon markets in the region. Other ASEAN countries may consider
applying similar mechanisms to create incentives for businesses to reduce greenhouse
gas emissions and develop a green economy.
Developing green and sustainable industries
ASEAN needs to accelerate economic restructuring towards the development of
green industries, including:
Transforming traditional industries: Industries such as manufacturing, processing
and energy need to adopt clean and environmentally friendly technology, reduce energy
consumption and greenhouse gas emissions.
Building sustainable supply chains: Supporting businesses in developing
sustainable supply chains from raw materials to production and consumption, in order
to minimize environmental impacts and improve competitiveness in the international
market.
Green industries not only help reduce environmental impact, but also create new
jobs, improve the quality of life, and ensure sustainable economic development for the
region.
Supporting for technical and competency transformation
Transition to a green economy requires technical capacity and human resources
enough to meet the new requirements of the economy. ASEAN needs to invest in:
Training and capacity building: Training programs on green technology,
renewable energy and sustainable development should be widely implemented,
especially for the workforce in high-emission industries.
Transition support for traditional industries: The government needs to have
policies to provide financial support and vocational training for industries affected by
the economic transition, such as coal and oil and gas.
