growth will create a stable and conducive legal environment. Insights from the two
ASEAN countries suggest that Vietnam should encourage closer collaboration between
the government, educational institutions, and businesses to enhance training outcomes
and better meet the demands of the digital economy. The country should advocate for
policies that promote innovation, support digital startups, and advance e-commerce and
the platform economy, as well as the core economy.
Fourthly, Vietnam should bolster its international partnerships to further the digital
economy. The aim is to gain and share knowledge and expertise on digital economic
growth, cybersecurity, database and information system management, and data
collection and analysis relevant to the digital economy. This also involves utilizing data for
strategic decision-making and managing digital economy operations, particularly with
neighboring countries like Singapore, Malaysia, and South Korea, which have advanced
digital economies. Moreover, a successful digital transformation requires significant
resources, which cannot be solely sourced from the state budget. Instead, it should
primarily rely on socialized capital from private and foreign sectors. Therefore, creating a
transparent investment and business environment is crucial to attract funding for the
digitalization of the economy, infrastructure, and digital services.
