Factors affecting the implementation and development of the green economy include:
Policies and Regulations: Support from the government through eco-friendly

policies, tax incentives, and strict regulations on environmental protection is essential
to encourage businesses and individuals to participate in the green economy.
Investment and Finance: There needs to be a big investment in green technologies,
renewable energy, and sustainable infrastructure. Lack of capital and finance can be a
major barrier to the development of green economy projects.
Technology: The development of green technology can improve resource
efficiency and reduce emissions. However, technology transfer and access to new
technologies in developing countries is a major challenge.

Awareness and Education: The level of awareness and understanding of the green
economy in the community and businesses affects the implementation of green
measures. Improving education and communication can help raise awareness and
                  encourage sustainable behavior.
International Cooperation: Cooperation between countries in the region and
globally is crucial for sharing knowledge, technology and experience in green economic

                  development.
Management and institutional capacity: The ability of governmental and non-
governmental organizations to manage natural resources and implement environmental
policies has a major impact on the success of the green economy.
                        3. Results and discussion
3.1. The current situation of green economic development in ASEAN countries
The ASEAN region is facing major challenges related to rapid economic growth
and sustainable development. While economic development has yielded impressive
results, countries in the region are also facing the consequences of overexploitation of

natural resources and a heavy reliance on fossil fuels. The problems of environmental
pollution, climate change, and resource degradation are getting worse, highlighting the
need for green economic development to minimize negative impacts on the environment
and improve people's quality of life.
CO2 and energy emissions in the region
According to data from the Asian Development Bank (ADB), ASEAN's economic

growth rate in 2023 reached 4.7%, reflecting a strong recovery from the COVID-19
pandemic. However, along with this growth is the high level of CO2 emissions,
especially in economies that are heavily dependent on fossil energy such as Indonesia
and Vietnam. The CO2 emissions from energy use of some ASEAN countries in 2021
show that the region is facing major challenges in reducing emissions.
