training. Key export industries such as semiconductors, smart cars and e-commerce all
require a highly skilled technological workforce (See Appendix Table 2).
The digital economy has been a driving force behind post-Covid recovery and
growth, helping South Korea rise from a negative of -1.1% GDP in 2020 to 4.1% GDP in
2021. In the context of rapid technological advancements and their significant impact on
the global economic landscape, most developed economies worldwide have implemented
digital technology development strategies, focusing on researching and applying new
technologies to economic growth. The digital economy has become a major driving force
behind South Korea's recovery from COVID-19, accounting for an increasingly larger share
of its total GDP (See Appendix Table 3).
In 2025, as the world moves deeper into the digital age and Industry 4.0 continues
to reshape global markets, South Korea is recognized as a technological powerhouse by
deploying a series of groundbreaking innovations. With strong government supports,
South Korean industries are thriving to enhance domestic competitiveness and set new
international standards (See Appendix Table 4).
Nine leading technology trends are poised to revolutionize South Korean industries.
These trends not only enhance productivity and innovation but also create a sustainable
and competitive framework for global leadership. The Covid-19 crisis presented an
opportunity for South Korea to restructure its economy toward digitalization and
greening. Despite challenges related to capital and reliance on large corporations, strong
government support policies and strategies coupled with technological capabilities have
helped South Korea maintain its position as one of Asia's leading digital economies.
4. Achievements in South Korea's digital economy development
Following the COVID-19 pandemic, South Korea achieved remarkable progress in
digital economic development thanks to its Digital New Deal strategy and significant
investments in technological infrastructure. South Korea has achieved four major
milestones in digital economic development:
The first achievement is focusing on building e-government. The goal of e-
government is to provide administrative services to citizens more efficiently. The more
services offered online, the more people will use them and the greater the impact of e-
government. Expanding online public services, applying artificial intelligence (AI) and big
data in administrative management, helps reduce costs and increase efficiency. E-
government will operate more effectively and efficiently, providing better services based
on the application of information and communication technology (ICT).
South Korea places great emphasis on building e-government to promote the digital
transformation of its economy. South Korea has successfully built its e-government
system and consistently ranks among the top 10 most developed countries in this area.
South Korea implemented e-government very systematically from the outset, starting
with the issuance of legal documents to create a legal framework for the application of
information technology in building e-government. The government designed numerous
programs to support the development of the three fundamental elements of e-
government: technology, human resources and e-government standards. South Korea's e-
government initiatives focus on innovating three key service areas, including:
Firstly, innovating G2C (Government to Citizen) public services: South Korea's public
administrative services are now online, fostering a "one-stop shop" and paperless work
style among citizens. G2C services act as a single window through which citizens and
