proposal of the joint venture of investors (T&T and Orsted), the Ninh Thuan 1 offshore
wind power project has a capacity of 3,000 MW, expected to be implemented in 3 phases
(each phase 1,000 MW), invested from 2029 - 2033, with 150 turbines, 20 MW towers,
over 150 m high, total investment of 223,462 billion VND. The Ninh Thuan 2 offshore
wind power project has a capacity of 2,000 MW, expected to be implemented after 2030,
with 100 turbines, implemented in 2 phases (from 2030 - 2037) with a total investment
of about 157,556 billion VND (Vietnam Energy, 2022b).
Norwegian energy group Equinor (the world's leading developer of offshore wind
power projects) has been working with partners in Vietnam since 2021 to seek
comprehensive cooperation opportunities in the offshore renewable energy industry,
especially offshore wind power and hydrogen production from offshore wind power in
Vietnam. Together with its domestic partner PVN, Equinor has now submitted
applications to implement projects in the provinces of Ba Ria - Vung Tau, Binh Thuan,
Ninh Thuan, Hai Phong and Thai Binh (Vietnam Energy, 2022c).
PNE Group (Germany) submitted the proposal for the Hon Trau offshore wind
power project to Binh Dinh in April 2022. The project has a total investment of more
than 4.8 billion USD, aiming to build from 154 to 166 wind turbines with a total capacity
of up to 2,000 MW. The wind turbines are expected to be located on a number of islands
and sea areas in Phu Cat and Phu My districts, called "Hon Trau 1,2,3" according to 3
implementation phases of the project, each phase has an operating capacity of about 700
MW (Vietnam Energy, 2022d)
Pondera Company (Netherlands), established in 2007, operating in the field of
renewable energy and wind power development globally, has proposed cooperation in
implementing a wind power development project in Bac Giang province. Currently,
there are 7 major investors requesting to survey and plan 10 wind power projects in the
districts of Son Dong, Luc Ngan, Luc Nam and Yen Dung with a total registered
capacity of 700 MW. However, because the Power Plan VIII has not been approved, the
province is only allowing investors to survey and install wind columns to serve the
project planning work (Minh Linh, 2022). EAB Company (Federal Republic of
Germany) is the investor implementing the Mui Dinh Ninh Thuan Wind Power Project.
The project is implemented by Mui Dinh Wind Power Company Limited. The wind
power plant is expected to have a total capacity of 37.6 MW, the project has 16 turbines
built on an area of 12 hectares, with a total investment of VND 1,272 billion (JCT
Vietnam, 2021).
In addition, EU investors are increasingly interested in investing in solar power
projects in Vietnam. Currently, a number of companies have shown interest and
announced investments in Vietnam.
In 2021, EDF Renewables (a member of the French power corporation EDF
Group) announced its investment in rooftop solar developer SkyX Energy, a member
company of VinaCapital. With the support of EDF Renewables, in the next 2-3 years,
SkyX Solar plans to invest at least 100 million USD to develop an additional 200
